Oh it isn't anything particularly clever, my "Velaxis" was just referring to Thiede being out-and-about in that part of the world (as he is, in "Ghosts") (... and so few Gods go to the trouble of physically manifesting themselves in Poland when people ask them for help. Usually all you get is a disembodied voice, or a flaming bush at best ;-)
