I'm not sure about Torchwood. Plot-wise it's not strong, but the characters are pretty vibrant. I think that's why I'm enjoying it. That and that it's set in Wales and I can hear Welsh accents on a regular basis. I only wish that Jack spoke with a Scottish accent instead of American!
